VOQAL is a civic accountability platform. These terms define what the platform is, what it is not, and the obligations that make the public record trustworthy.

1. What VOQAL Is

VOQAL™ (Voice Of the Qualified And Local) is a civic intelligence platform operated by 25 Alpha LLC (Delaware S-Corporation). It gives every community resident a public, permanent channel to raise civic concerns — and gives elected officials the intelligence to act on them.

VOQAL is not a government service. It is not a complaint portal. It is not social media. It has no legal authority to compel official action. It is a platform that creates transparent, permanent public accountability records.

2. The Citizen Promise — Iron Law 19

The citizen tier is permanently free.

This is an architectural commitment, not a business decision. No future pricing change, no board vote, and no investor pressure can gate citizen submission, voting, voice input, GPS verification, or issue tracking behind a paywall. It never changes.

All citizens — regardless of income, language, device, or digital literacy — have equal access to submit concerns, vote on community issues, and receive credit when their issues resolve.

3. Citizen Rights and Conduct

Every person using VOQAL has the right to:

  • Submit civic concerns without creating an account
  • Vote on community issues and be counted in priority scoring
  • Receive permanent credit when their issue is resolved by an official
  • Export all their data via VDSE one-click export within 60 seconds
  • Request deletion of their account and non-public data at any time

Prohibited conduct — citizens may not:

  • Submit knowingly false or fabricated civic concerns
  • Impersonate another person, official, or organization
  • Attempt to suppress, remove, or tamper with another citizen's submission
  • Use automated means to generate bulk submissions or votes
  • Use the platform for commercial advertising or promotional content
  • Attempt to identify anonymous submitters without their consent

4. Official Obligations — Iron Law 18

Elected officials and government representatives using VOQAL agree to the following non-negotiable obligations:

Respond, commit, or resolve — never suppress

Officials may respond to a concern, commit to a timeline for resolution, or mark it resolved. Officials may never remove, hide, archive, or suppress a citizen submission. This constraint is enforced at the platform level.

Responses are permanent

Official responses are logged immutably in ARCEB — our cryptographic audit system. A published response cannot be modified or deleted. Officials are advised to review all responses before publishing.

Timeline commitments are public

When an official commits to a resolution date, that commitment is permanently visible on the public board. Community members are notified when deadlines pass without resolution.

Officials who violate these obligations may have their accounts reviewed and suspended. Violations are permanently recorded in ARCEB and visible to the community.

5. Campaign Pro and Official Tier Subscribers

FEC Compliance

VOQAL provides campaign management tools — donor portal, finance tracking, volunteer coordination, constituent email, campaign calendar. These tools assist compliance but are not legal advice. Subscribers are solely responsible for ensuring compliance with all applicable federal, state, and local campaign finance laws, including FEC regulations. 25 Alpha LLC is not liable for compliance failures.

CAN-SPAM Compliance

Subscribers using the constituent email feature (CIVIC-EMAIL) are responsible for CAN-SPAM Act compliance. Every email must include an unsubscribe mechanism. VOQAL enforces unsubscribe requests technically.

Billing and Cancellation

Paid subscriptions are billed monthly via Stripe. Cancel at any time — cancellation takes effect at end of current billing period. 25 Alpha LLC provides 90 days written notice before any price changes. The citizen tier is permanently free and unaffected by paid tier pricing changes.

6. Credit Permanence — Iron Law 17

Iron Law 17 — Credit is permanent

Once a citizen is credited for raising a concern that was resolved, that credit cannot be removed by any person, system, or platform process. Civic Impact Scores are permanent public records.

This applies even after account deletion. The credit record — not the identity — remains attached to the resolved issue permanently as part of the community accountability record.

7. Intellectual Property

VOQAL™ is a trademark of 25 Alpha LLC. Platform technology — including all AI agents, the X.R.A.Y. IEN infrastructure, CIVIC-AUTH, ARCEB, VAULT, SIGNAL, and all civic intelligence systems — is owned by 25 ACTUAL Holdings LLC (Wyoming) and licensed through 25 Alpha LLC.

Civic concerns you submit: you retain ownership of your words. By submitting, you grant VOQAL a permanent, irrevocable, royalty-free license to display, store, and route your civic concern as part of the public accountability record.

Official responses posted through VOQAL are public records and may not be claimed as proprietary content.

8. Disclaimers and Limitations

VOQAL is provided “as is.” We do not guarantee that elected officials will respond to any specific concern. We do not guarantee platform availability at any specific uptime percentage. VOQAL is not a government service and has no legal authority to compel official action.

AI-generated content on VOQAL — daily briefs, press statement drafts, debate prep materials — is intelligence assistance, not legal or political advice. Users are responsible for reviewing all AI-generated content before publishing or acting on it.

To the maximum extent permitted by law, 25 Alpha LLC's liability to any user is limited to the amount paid for the platform in the 12 months preceding the claim.

9. Changes to These Terms

25 Alpha LLC may update these Terms. For changes that materially affect user rights, we provide 90 days written notice. For minor clarifications, notice is posted at app.voqal.co/terms with an updated date.

The Citizen Promise (Section 2, Iron Law 19) and the three data sovereignty Iron Laws (22, 23, 24) are exempt from this process. They cannot be changed by any terms update.

10. Governing Law

These Terms are governed by the laws of the State of Delaware, without regard to its conflict of law provisions. Any disputes shall be resolved in the courts of Delaware. If any provision is found unenforceable, the remaining provisions remain in full effect.
